Kadima has an ambitious plan to redraw Israel's border and effectively impose a state on the Palestinians. But in attempting to dictate peace, is Israel risking permanent conflict? The plan involves abandoning the remote settlements, withdrawing from 60% of the West Bank and retreating behind the security wall. "The conflict can't be resolved. It has to be managed through unilateral retrenchment", explains Dr Mark Heller from the Centre for Strategic Studies.
